An officer with the Orangeburg Public Safety Department has been charged with misconduct in office after a woman told state agents he fondled her and demanded sexual favors in exchange for helping with a traffic ticket. Lt. James F. Thorpe, 48, was arrested Wednesday afternoon, according to the State Law Enforcement Division. Thorpe was patrolling the parking lot of an Orangeburg bar in late 2002 when he fondled the 23-year-old woman in his patrol car, a SLED agent said.
