I applaud the new law banning sex between jail/prison inmates and their custodians. When a person is remanded to an institution, they become a ward of the state, similar to being a child. They must be fed, housed, kept safe and provided access to a legal library, etc.

Just as children cannot legally consent to sex, neither can inmates. They need protection from predation by staff members or other inmates. However, the public also must realize that inmates are notoriously, extremely manipulative. They find ways to compromise staff in order to obtain favors of various kinds, such as providing contraband to the inmate, or extra privileges, for instance.

Once an inmate has compromised a staff member sufficiently, they may demand a great deal, since the person's job, or even freedom, are now at risk. Inmates don't hesitate to lie to cause difficulties for staff members or fellow inmates they dislike.
